STUDENT IN GOOD STANDING

The Manasquan Board of Education authorizes the establishment of a Student in Good Standing(SGS) Program for high school pupils attending Manasquan High School and studentsparticipating in Manasquan High School co-curricular programs who are attending aMonmouth/Ocean County public high school. The objectives of the SGS Program are to:empower the pupil with an outline of expectations and procedures; encourage the pupil to build apositive school profile; educate the pupil to embrace conduct which encourages and supportslearning; provide the pupil with an opportunity to reform and/or rehabilitate; set a fair andequitable policy for all pupils; and maintain a positive, safe- school atmosphere for all pupils andto insure the safety, security and well-being of students, staff and/or school grounds.
 
All Manasquan High School students and students participating in Manasquan High School cocurricularprograms who are attending a Monmouth/Ocean County public high school, aresubject to the SGS policy. A pupil that is not in good standing shall be suspended fromparticipation in these co-curricular activities and athletic programs until the pupil is eligible andrequests consideration for reinstatement. A pupil shall not be a pupil in good standing, if thepupil has been issued or received a station house adjustment, issued a summons/complaint(adult) or the school has been notified that a Central Charging Case Initiation Sheet (Juvenile)has been filed with the Prosecutors Office for being under the influence, using, distributingand/or possessing steroids, drugs (including but not limited to over the counter or prescriptiondrugs or those of intended use), drug paraphernalia, alcoholic beverages or weapons anywhereoff school grounds which may substantially interfere with the requirement of appropriatediscipline in the operation of Manasquan High School. These prohibited activities may includeconduct local law enforcement officials report to school officials under the New Jersey StateGovernment's "Model Agreement."
 
This Policy and the accompanying regulation shall be construed and applied in conformity withN.J.A.C. 6A:16-7.6. Specifically, and notwithstanding any provision of this or anyother Board Policy or Regulation to the contrary, no consequence shall be imposed upon astudent for conduct occurring away from school grounds/events, unless the administrativepersonnel finding a violation of the Policy and Regulation as set forth above, also determinesthat:
 
The imposition of consequences, as set forth above, is reasonably necessary for the student’sphysical or emotional safety, security and well-being, or for reasons relating to the safety,security and well-being of other students, staff or school grounds; and the conduct which is thesubject of the proposed consequence materially and substantially interferes with therequirements of appropriate discipline in the operation of the school.
 
To be eligible for consideration for reinstatement as a pupil in good standing, a pupil mustidentify him or herself as desiring the opportunity for reinstatement. Suspension fromparticipation in all activities/athletics shall begin at the point at which the pupil has beenidentified and remain in place until the pupil has been reinstated to the school community as astudent in good standing by the SGS Review Committee comprised of the high schooladministrative staff. The SGS Review Committee shall conduct a hearing for each pupilrequesting reinstatement. It shall be incumbent upon the pupil, if he or she chooses to bereinstated, to take the initiative and secure and fulfill the SGS Contract, which outlines theprocedures for reinstatement. The pupil and Parent/Guardian shall be required to attend the SGSReview Committee hearing. The pupil is also entitled to be accompanied by an advocate whenhe or she appears before the Review Committee. An advocate may be a teacher, coach,counselor, case manager, or SAC. The pupil shall be required to present the information he/shehas gathered to the SGS Review Committee and speak on his/her own behalf. Theadvocate/parent serves as a silent witness and support for the student unless requested toparticipate by the SGS Review Committee.
 
If a pupil in good faith with fair notice is unable to attend the SGS Review Committee hearing,the suspension from all activities/athletics shall remain in place and the pupil will be assigned anew hearing date. The SGS Review Committee may schedule an alternate hearing date with thestudent as close as possible to the original date. The student shall remain suspended from allactivities/athletics until reinstated by the SGS Review Committee.
 
Reinstatement and a request for reinstatement as a student in good standing will only be offeredtwice in a pupil's career at Manasquan High School or at a Monmouth/Ocean County public highschool who is participating in Manasquan High School co-curricular programs. If a pupil ischarged with conduct prohibited by this Policy a second time, he/she shall be removed fromextra-curricular activities for thirty school days, be required to complete twenty hours ofcommunity service and attend four counseling sessions with the school district SAC.
 
This Policy and accompany Regulation shall be in effect 12 months per year.
